Recruiting Data Center Construction Workers in Emerging Markets

Data center development is moving beyond the industry’s traditional hubs. Power constraints, land availability and large new campuses are pushing projects into secondary, tertiary and frontier markets. JLL reported in early 2026 that a majority of North American capacity under construction was located in frontier markets. That geographic shift creates opportunity, but it can also expose one of the largest workforce risks: the local labor pool may not be sized for mission-critical construction at hyperscale.

An emerging market can have excellent electricians, HVAC technicians, pipefitters and construction leaders while still lacking enough people to support several large projects at once. When multiple contractors recruit from the same regional pool, wages rise, turnover increases and workers gain more options to move between jobs.

Map the labor pool before mobilization

Employers should treat workforce mapping like other preconstruction due diligence. What large industrial employers are nearby? Which unions, apprenticeship programs, technical schools and community colleges serve the area? How many competing data center, manufacturing, utility or healthcare projects are scheduled at the same time? Which trades will likely require travelers?

That information can shape the staffing plan months before hiring peaks. A market with strong industrial electrical talent may need less imported labor for certain scopes. A region with limited chiller experience may require earlier recruiting and more aggressive travel packages.

Make travel offers competitive and understandable

Traveling construction professionals compare offers quickly. Hourly pay is only part of the decision. Per diem, housing costs, overtime, rotation, paid travel, project duration, site location and the ability to return home all affect whether a candidate accepts.

Employers should present those details clearly at the start of the recruiting process. Uncertainty creates drop-off. A candidate who learns about an unfavorable rotation after two interviews may simply take another assignment. Clear information also helps recruiters target people who genuinely fit the project rather than producing a high volume of candidates who will not mobilize.

Recruit transferable skills, not just exact resumes

Emerging markets may not have hundreds of workers with previous hyperscale experience. The solution is not to lower standards; it is to define which experience is actually transferable. Industrial maintenance, hospitals, semiconductor, utilities, large manufacturing, clean rooms and other complex facilities can develop the safety, controls, electrical, cooling and documentation skills needed in data centers.

Employers can pair that broader recruiting strategy with site-specific orientation and training. This creates a larger sustainable workforce instead of permanently relying on a small group of traveling specialists.

Build relationships beyond one project

Frontier markets can become established data center regions quickly. Contractors that maintain candidate relationships between projects, support local training pipelines and communicate future backlog can become employers of choice before the next campus breaks ground.

The workforce strategy should move with the data center map. By understanding local supply, identifying transferable talent, structuring travel packages deliberately and recruiting ahead of mobilization, employers can reduce the hiring shock that often follows major development into a new market.

In fast-growing markets, the winning workforce plan is usually the one built before competitors begin hiring from the same finite pool of qualified tradespeople.
