Data Center Construction Labor Shortage: Why Skilled Trades Are a Schedule Risk

The data center construction boom has created a familiar problem at an unfamiliar scale: projects can secure land, design a facility and order equipment, but still lose time because the people needed to install, test and turn over critical systems are difficult to recruit. Data centers concentrate mechanical, electrical and controls complexity into projects with little tolerance for mistakes. That makes skilled labor more than a cost line. It is a schedule dependency.

CBRE has specifically warned that shortages of construction workers can extend data center construction timelines, while Uptime Institute’s 2025 Global Data Center Survey found continuing shortfalls in electrical and mechanical trades. Those pressures matter because the same workers are also being recruited by advanced manufacturing, hospitals, utilities, industrial plants and large commercial projects.

Why the labor bottleneck grows as projects scale

A large data center build-out requires more than raw headcount. Employers need electricians who understand sophisticated distribution systems, HVAC professionals who can work around high-capacity cooling equipment, controls technicians who can troubleshoot integrated systems, and commissioning specialists who can document that the facility performs as designed. Superintendents, safety personnel and QA/QC professionals must coordinate those trades without creating downstream rework.

The problem becomes harder when a campus is built in an emerging market. A project may bring thousands of construction jobs into a region whose existing skilled-trades workforce was sized for ordinary local demand. Employers then compete for the same experienced people, recruit travelers, manage per diem and housing, or invest in training candidates with adjacent experience.

Recruiting lead time should be part of the schedule

One of the most avoidable hiring mistakes is opening a search only when a person is already needed onsite. Specialized candidates may be employed, finishing another project, committed to a rotation, or unwilling to travel without the right package. Recruiting works better when labor planning begins alongside mobilization planning.

Employers can improve results by defining the real job early: systems involved, project phase, shift, overtime, duration, travel policy, per diem, required credentials and what kinds of transferable experience are acceptable. A commercial chiller technician with the right troubleshooting background may be more recruitable than waiting indefinitely for someone whose resume already says “data center.” The same logic can apply to industrial electricians, BAS technicians, safety professionals and commissioning personnel.

Build a pipeline, not just a requisition

For recurring construction programs, a talent pipeline is more durable than repeated emergency hiring. Keep track of qualified workers by trade, market, travel preference and availability. Re-engage people before each phase. Capture why candidates decline offers—pay, travel, rotation, housing, shift or project length—and use that information to adjust the recruiting strategy.

Data center capacity is expanding because demand for digital infrastructure remains high. But a building cannot be commissioned by megawatts on a spreadsheet. It still takes qualified people in the field. Treating skilled-trades recruiting as an early project workstream can reduce one of the most controllable sources of schedule risk.

The practical takeaway is simple: workforce planning belongs in preconstruction conversations alongside equipment, logistics and sequencing because labor availability affects every downstream milestone and trade handoff.
