A data center can look complete long before it is ready to operate. The final stretch—startup, functional testing, integrated systems testing, documentation and turnover—requires experienced people who can verify that mechanical, electrical and controls systems perform together under normal and abnormal conditions. When commissioning talent is missing, the problem appears late in the schedule, when there is the least room to recover.

Commissioning is especially important in mission-critical facilities because redundancy must work in practice, not just on drawings. Teams test sequences, alarms, failover behavior, controls logic, power transitions and equipment performance. They also document deficiencies, coordinate corrective work and retest systems until acceptance criteria are met.

Why commissioning people are difficult to replace

A strong commissioning technician or engineer combines technical knowledge with methodical execution. They must understand equipment, read drawings, follow procedures, communicate across trades and record results accurately. Depending on the scope, the role may require mechanical, electrical, controls or integrated-systems expertise.

That combination makes the labor pool smaller than it first appears. An experienced electrician may understand the power system but not the documentation discipline of commissioning. A controls specialist may understand sequences but not the field coordination needed during integrated testing. Employers should define which discipline is primary and which skills can be learned on the project.

Plan the commissioning workforce before turnover

Commissioning recruiting should begin well before the first major test date. The team needs enough time to review documentation, understand the system architecture, coordinate with vendors and establish expectations with the construction team. Bringing people in only after deficiencies accumulate forces new hires to learn the project while the schedule is already under pressure.

Employers can improve hiring by describing the level of commissioning involved. Is the candidate executing scripts, leading functional performance tests, coordinating vendors, reviewing controls trends, managing deficiency logs or overseeing integrated systems testing? What equipment is included? What software or documentation platform is used? Is travel required between campuses?

Retention matters through the last test

Commissioning work can involve irregular hours because tests may occur after construction shifts, during controlled outages or when systems are ready rather than when the calendar says they should be. Candidates need a realistic picture of schedule, overtime, travel and expected project duration.

It also helps to show what comes next. Skilled commissioning professionals often move from project to project. Employers with multiple builds can improve retention by discussing the backlog, next location or longer-term career path rather than treating every project as a stand-alone assignment.

The turnover phase is where construction promises become operational reality. Staffing it with qualified commissioning, controls and startup professionals can prevent late-stage surprises, accelerate deficiency closure and give owners greater confidence that the facility is truly ready for critical loads.

Another advantage of early recruiting is continuity. Commissioning teams that stay engaged from prefunctional checks through final integrated testing learn the facility's history, recurring deficiencies and vendor relationships. That knowledge speeds diagnosis when a late-stage test exposes an issue that crosses electrical, mechanical and controls boundaries.
